An unarmed, impaired-looking subject with one empty hand raised and something in the other. It trains checking both hands before deciding.
What the Trainee Has to Work Out
One hand is clearly empty and raised. The other is low, at the hip, and holding something. He looks impaired. The shooter has to check the low hand and not settle for the raised one.
Training Purpose
It trains checking both hands. A raised empty hand is reassuring, and it makes shooters skip the one that matters. In a mixed deck it is a figure that must not be engaged.

You will not find a scoring line on this target. A head circle or a cardiac box would tell the shooter where to aim, and this is a person who must not be shot. The only passing score is an untouched target.
The rest of the line is scored by zone: a 4-inch head circle and 10-inch cardiac box on the armed figures, and a head circle on the gunman in the hostage targets. Among them, this target tests the decision that comes before any shot. The Range Manual covers how to build shoot / no-shoot decision drills and identifying armed and unarmed subjects.

Instructor Notes
Use it in a string after an armed figure with a low-held pistol. The low hand is in a similar position. Hang at least one no-shoot for every three or four armed targets.
