Concealed carry reciprocity refers to the recognition of a concealed weapon permit or license issued by one state by another state. This means that a permit holder from one state may carry a concealed firearm legally in another state that recognizes license reciprocity

What To Know About Concealed Carry Reciprocity

Every state has its own set of rules and regulations, and knowing them is essential for staying on the right track when traveling with a concealed carry firearm.

  • Some states recognize permits from all other states. These "honorary" states are a concealed carrier’s best friend. 
  • Some states are more picky, only accepting permits from a limited number of states—or none at all. 

If you're carrying concealed across state lines, you need to know which states cooperate with others and which have more stringent restrictions.

Even with a legal permit or license, carrying a concealed handgun is still forbidden in some places, such as government buildings, schools, and motor vehicle facilities. Furthermore, if a permit holder commits a crime, their permit or license may be revoked, and they may face criminal prosecution.

Concealed Carry Definitions

To understand how concealed carry works from state to state, we need to understand the following definitions.

Constitutional Carry

Constitutional carry refers to a legal framework that upholds the inherent right of individuals to carry firearms for self-defense without the need for a permit or license. It recognizes the fundamental principle that the right to bear arms is protected by the constitution of the jurisdiction, allowing citizens to exercise their Second Amendment rights freely.

Unrestricted Carry

Unrestricted carry is pretty much synonymous with constitutional carry. The term denotes a system that does not impose significant restrictions or requirements on carrying firearms. It grants individuals the freedom to carry firearms openly or concealed without the need for permits or licenses, allowing for greater personal discretion and autonomy in exercising their right to self-defense.

Permitless Carry

Permitless carry, also known as constitutional carry or unrestricted carry, signifies the absence of a requirement for individuals to obtain a permit or license to carry firearms. It recognizes the inherent right to bear arms without governmental interference, allowing individuals to carry openly or concealed without being subject to additional bureaucratic processes.

Shall-Issue

Shall issue refers to a policy where authorities are mandated to issue concealed carry permits to applicants who meet specific criteria defined by law. As long as applicants satisfy the established requirements, such as completing required training and passing background checks, they are entitled to receive a permit, without the discretion of the issuing authority playing a role.

May-Issue

May-issue describes a policy that grants discretionary power to the issuing authority when deciding whether to issue concealed carry permits to applicants. Even if applicants meet the basic requirements set by law, the issuing authority has the discretion to determine whether or not to grant the permit, leading to potential variations in permit issuance based on individual judgment.

Non-Issue

Non-issue refers to a policy where authorities do not issue concealed carry permits to individuals, effectively barring law-abiding citizens from legally carrying firearms for self-defense. In jurisdictions with non-issue policies, individuals may encounter significant barriers or outright denials in obtaining permits, limiting their ability to exercise their right to self-protection.

Open Carry

Open carry pertains to the practice of carrying firearms openly in public places, visibly displaying them in holsters or slings. It allows individuals to exercise their right to bear arms while maintaining a visible deterrent or expressing their support for firearm rights. Open carry regulations vary across jurisdictions, with some places allowing it without restrictions while others impose certain limitations or require permits.

Full Reciprocity

A full reciprocity state recognizes the concealed carry permits of all other states.

Non-Reciprocal

A non-reciprocal state doesn’t recognize the concealed carry permits of any other state. It has no reciprocity with other states.

Concealed Carry Reciprocity By State

California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, and New York are non-reciprocal, meaning they do not recognize concealed carry permits issued by other states. 

Maryland, Massachusetts, New Jersey, and New York are no-issue states.

Alabama Reciprocity

Alabama is a shall-issue state, with concealed weapons permits issued by the sheriff's office at the county level. A sheriff may, however, deny a permit application if it is determined that the person is prohibited from possessing a pistol or firearm under state or federal law, or if there is a reasonable suspicion that the person may use a weapon unlawfully or in any other manner that would endanger the person's self or others.

Alaska Reciprocity

Alaska is a constitutional carry, shall-issue state. There is no requirement for gun registration, no permit required to purchase firearms, and no background check to purchase a pistol from a private individual.

Permitless concealed carry is legal for anyone over 21 who can legally possess a firearm.

For those who prefer to get a concealed carry permit, the Alaska State Police issues concealed handgun permits, which require the completion of a state-approved weapons training course. Non-residents are not issued permits in Alaska.

Arizona Reciprocity

Arizona is a permitless carry state, meaning that anyone who can legally possess a handgun is allowed to carry it concealed, with no license or permit. Some Arizona residents want the benefit of a concealed carry permit, though. A permit gives them reciprocity with a number of other states, and may have other benefits. 

Arizona Concealed Weapons Permits (CWP) are issued to residents and non-residents who are at least 21 years old (19 for active military and veterans). Applicants must take a state-approved firearms training course. Law enforcement and members of the military may get a training exemption.

Arkansas Reciprocity

Arkansas is a permitless carry state. Concealed carry is legal without a license for anyone over the age of 18 who can legally possess a firearm and is traveling (away from one's home or property).

Arkansas has two types of handgun carry permits for those who opt to get them: 

  • Concealed carry handgun licenses (CHCL) are awarded to residents who are at least 21 years old or 18 years old if a member of the United States Armed Forces or National Guard and require completion of a state-approved weapons training course.
  • Enhanced concealed carry licenses (E-CHCL) enable carrying in some prohibited areas such as public colleges, most public buildings, non-secure regions at airports, churches, and others.

Despite the fact that Arkansas does not grant non-resident licenses, active-duty military personnel and their spouses may apply for an Arkansas CHCL.

California Reciprocity 

California is a shall-issue state and concealed carry is legal if you have a California Concealed Carry Weapons License (CCW). The minimum age is 18 years old, but a licensing authority may require candidates to be older than 18 years old. 

A CCWL may include any reasonable limits or conditions deemed justified by the issuing authority, such as restrictions on the time, place, method, and circumstances under which the individual may carry a firearm. Many places, including schools, courthouses, and businesses that sell alcohol for consumption, are off-limits.

Colorado Reciprocity 

Colorado is a shall-issue state where concealed carry permits are issued to county residents by local sheriff's offices. No purchase permits or firearms registration are required for handguns.

Concealed carry is for Colorado citizens with a concealed weapon permit (CCW) and non-residents with a CCW permit from a state that Colorado recognizes. Any resident who is at least 21 years old and is not barred by law from owning a handgun may apply for a CCW license.

Connecticut Reciprocity 

Connecticut is a may-issue state. To purchase a firearm, the buyer must have:

  • Connecticut Pistol Permit (CTPP)
  • Certificate of Eligibility for Pistol and Revolvers or Long Guns or Ammunition

A background check is necessary when purchasing a weapon from an individual; private party firearms transfers must be handled through a federally certified dealer.

With a CTPP, open and concealed carry are permitted in Connecticut.

Delaware Reciprocity 

Delaware is a may-issue state. Concealed carry is legal for residents with a Concealed Deadly Weapon License (CDWL) and non-residents with a CCW permit from a state that Delaware honors. CDWLs are primarily issued to residents, with the Attorney General able to issue temporary concealed weapons licenses to non-residents. 

The attorney general has the discretion to issue, on a limited basis, a temporary license to a non-resident whom the attorney general determines has a short-term necessity to carry such a weapon within Delaware, in conjunction with that individual’s employment, for the protection of person or property.

Florida Reciprocity

Florida is a shall-issue state. Concealed carry is authorized for Florida citizens with a CWL and non-residents with a CCW permit from a state that Florida recognizes. Holders of the Florida CWL may carry not just a handgun but also other weapons such as electronic weapons, tear gas guns, billie clubs, and knives. 

Applicants must be at least 21 years old, have completed a weapons training course, or be current military members or veterans with an honorable discharge. Residents and non-residents are both issued CWLs. Regarding reciprocity, Florida will only recognize resident CCW licenses from states with whom it has a reciprocal agreement.

Georgia is a shall-issue state. Concealed carry is authorized for citizens with a WCL, any lawful weapons carrier, and non-residents with a license/permit from another state. A Georgia WCL does not require any firearms training. To obtain a concealed carry license in Georgia, you must be at least 21 (18 for military personnel).

Hawaii Reciprocity

Hawaii has been a shall-issue state since the Supreme Court's decision in NYSRPA v Bruen on June 23rd, 2022. Permits are issued at the county level by the Chief of Police.

Hawaii allows open and concealed carry of handguns for those with a Hawaii carry license, which is only valid in the county of issue. The minimum age is 21 years old. Carrying a loaded firearm without a license is a class B crime, whether openly or concealed, including in a vehicle.

Idaho Reciprocity

Idaho is a shall-issue concealed carry state. County sheriffs grant concealed weapon licenses on a local level. To buy a firearm from a private individual, no license is necessary, no background check is required, no waiting period, and no gun registration is required in the state.

Idaho has two types of CWLs available, both requiring the candidate to be at least 18 years old. A concealed weapon license covers any dirk, dirk knife, bowie knife, dagger, pistol, revolver, or lethal or hazardous weapon. For people who wish to travel out of state, an Enhanced CWL is available for reciprocity purposes.

Illinois Reciprocity 

Illinois is a shall-issue state, which means that if an applicant meets specific requirements, the Illinois State Police must issue a concealed carry license. However, unlike other states, Illinois still allows law enforcement to object to issuing a concealed carry license if they believe the applicant is a danger to public safety or himself/herself.

To conceal carry a firearm in Illinois, you must have an Illinois Concealed Carry License (CCL). Applicants must be at least 21 years old. The licensee may carry a loaded or unloaded handgun on or about his or her person, entirely or mostly concealed from public view, or on or about a person within a vehicle.

Indiana Reciprocity

Indiana is a shall-issue state and licenses are issued by the Indiana State Police.

Without a permit, open and concealed carry are both lawful. Individuals 18 years of age or older who are not barred from carrying or having a firearm will no longer be required to obtain a license to carry a pistol beginning July 1, 2022.

Iowa Reciprocity 

Iowa has been a permitless carry state since July 1, 2021,  permitting both open and concealed carry for anybody over the age of 21 who can lawfully own a pistol. For the sake of reciprocity, Iowa will continue to grant Permits to Carry Weapons (PCW).

The minimum age for non-professional permits is 21 years old, whereas the minimum age for professional permits is 18 years old. Concealed carry permits require the completion of a state-approved firearms training course.

Kansas Reciprocity

Kansas is a permitless carry, shall-issue state. The Kansas Attorney General's Office issues licenses at the state level.  In Kansas, open and concealed carry are both permitted without a license. Anyone above the age of 18 who is lawfully allowed to possess a handgun may openly carry a firearm in public without a license or authorization. Permitless concealed carry is lawful for everyone over the age of 21 who is not barred from carrying a firearm.

Concealed Carry Handgun Licenses (CCHLs) are only available to Kansas residents and military personnel stationed there. The minimum age to receive a provisional CCHL is 18 years old, while the minimum age to obtain a normal CCHL is 21 years old. Applicants must pass an 8-hour attorney general-approved handgun safety and training course.

Kentucky Reciprocity 

Kentucky is now a permitless carry state, meaning concealed carry is permitted for anybody over the age of 21 who may legally possess a handgun without a license or permit. Those who want to conceal carry out of state must still obtain a concealed carry license.

Concealed Carry of Deadly Weapons (CCDW) licenses are issued in Kentucky and cover not just handguns but also knives, clubs, blackjacks, nunchaku, shuriken, and brass knuckles. To receive a CCDW license, you must successfully complete a state-approved weapons training course. Residents and military members stationed in Kentucky can obtain CCDW permits. Non-residents are not eligible for licenses.

Maryland has been a shall-issue state since the Supreme Court's decision in the NYSRPA v Bruen case on June 23rd, 2022. The Secretary of the Maryland State Police (Secretary) issues concealed weapons permits at the state level. 

Only Maryland Wear/Carry Handgun Permit (WCHP) holders are permitted to carry openly or concealed in Maryland. Applicants for WCHP must be at least 21 years old (or 18 years old for work reasons alone).

Massachusetts Reciprocity

Michigan Reciprocity

Michigan is a state of shall-issue. County clerks grant licenses at the local level. A Michigan license or a background check are necessary to purchase a handgun. Handguns can only be purchased by residents, however long guns can be purchased by non-residents. Although there is no guns registry, all handgun sales must be documented using a pistol sales record form and submitted to the Michigan State Police.

Concealed carry is authorized for residents possessing a Michigan Concealed Pistol License (CPL) and non-residents over the age of 21 who have licenses/permits from their state of residence. CPLs are exclusively awarded to Michigan residents, with the exception of active duty military stationed in Michigan and active duty military stationed outside of Michigan if Michigan is the applicant's residence of record.

Minnesota Reciprocity

Minnesota gun laws are typically shall-issue (a sheriff has limited discretion to deny a carry permit only if there is a "substantial likelihood" that the applicant will be a danger to herself, herself, or others if authorized to carry a pistol). Permits are issued at the county level by the Sheriff's office of the applicant's home county.

Both open and concealed carry are lawful with a Minnesota Permit to Carry a Pistol (PCP) or a permit from a state that Minnesota recognizes, as there is no requirement in the law that the firearm be concealed. Applicants must be over the age of 21 and have completed a firearms training course.

Permits are provided for both residents and non-residents. Non-residents are welcome to apply at any sheriff's office. Transporting a firearm, keeping it at home, or keeping it at a place of business do not require a permit.

Mississippi Reciprocity 

Mississippi is a shall-issue, permitless carry state, with concealed weapons permits provided by the Department of Public Safety at the state level. Concealed carry is lawful without a permit for anyone who can legally own a firearm who carries the pistol in a holster or sheath. Mississippi law does not specify a minimum age for permitless concealed carry.

Two sorts of permits are still available at the state level for reciprocity reasons: the Standard Firearms Permit (SFP) and an enhanced version (E-SFP), which allows carry in additional places. 

A permit applicant must be 21 years old (or at least 18 and a member or veteran of the military) and either a Mississippi resident, a non-resident with a valid permit from another state, an active duty member of the military stationed in Mississippi, or a retired law enforcement officer establishing residency in the state. The E-SFP needs a weapons training course taught by a Mississippi Department of Public Safety-certified teacher.

Open carry and concealed carry are authorized in Missouri for anybody 19 years or older who may legally possess a handgun (18 for members of the military or honorably retired). Local authorities have the authority to ban concealed carry in any building owned, leased, or controlled by the county or municipality, and to need a CCP for open carry.

To receive a Missouri CCP, you must be at least 19 years old (18 if you are in the military or have been honorably discharged) and have completed a firearms training course. The application must be submitted in your home county.

Montana is a shall-issue, permitless carry state, with concealed weapons licenses handled on a county-by-county basis by the sheriff's office. Concealed carry is lawful in most places without a permit for anyone over the age of 18 who can legally own a handgun.

A permission is required to carry concealed in portions of a facility utilized for state or local government offices, as well as restricted locations within the structure. HB-102 was signed into law on February 18, 2021, and is immediately effective. It abolished many of the States' previous gun-free zones.

New Hampshire Reciprocity

New Hampshire is a permitless carry, shall-issue state. Open carry and concealed carry are authorized in New Hampshire for anybody over the age of 18 who can legally possess a handgun. There is no minimum age to carry a firearm in California, however the federal minimum age is 18.

Residents and non-residents are awarded pistol/revolver licenses (PRLs) for reciprocity purposes. A PRL does not require fingerprints or a photograph. Under New Hampshire law, applicants for a license to carry a firearm are not required to take gun safety training or otherwise demonstrate understanding of firearms safety.

New Jersey is now a shall-issue state, with concealed weapons licenses issued locally by municipal police departments or the New Jersey State Police. Applicants must first acquire permission from their local police chief before presenting their application to a superior court judge.

Concealed carry is only authorized in New Jersey if you have a PCH. PCH cards are given to both residents and non-residents. New applicants must complete a firearms training course and be at least 21 years old.

New Mexico is a shall-issue state. The Department of Public Safety issues concealed weapons licenses. To carry a concealed loaded firearm on foot, residents must have a New Mexico Concealed Handgun License (CHL), and non-residents must have a permit from a state that New Mexico recognizes.

Concealed carry license holders are only allowed to carry a concealed firearm at a time, according to state law. CHLs also specify the type and caliber of concealed weapon that may be carried. A minimum age of 21 is required, as well as a 15-hour handgun safety course that includes live-fire instruction.

New York Reciprocity

New York has been a shall-issue state since the Supreme Court's decision in NYSRPA v Bruen on June 23rd, 2022, with concealed weapons licenses issued at the local level by the county sheriff or court system.

Concealed carry is only legal if you have a permit. The minimum age is 21, with the exception of honorably discharged military personnel, who can be of any age. Depending on the type of license and the granting county, the application process may differ. Permits are not valid in the five counties that include New York City.

North Dakota Reciprocity

North Dakota is a shall-issue state, although law enforcement can veto licenses to anyone they suspect is or has been a danger to themselves or others. The attorney general issues concealed carry certificates at the state level.

In North Dakota, concealed carry is defined as carrying a weapon in such a way that it is not visible by a passerby's ordinary inspection. There is no requirement that the handgun or dangerous weapon be completely invisible; only that it be difficult to see.

The state allows permitless concealed carry for adults who have lived in the state for at least 30 days and are not barred from owning a handgun under state or federal law, as well as non-residents with a valid resident concealed carry license from a state that North Dakota recognizes. Non-residents with permits from states recognized by North Dakota may also carry concealed weapons.

Ohio is a shall-issue state, with concealed weapons licenses granted by county sheriffs. Without a permit, open and concealed carry are both lawful.

As of June 12, 2022, those 21 and older who are not prohibited from carrying or having a firearm are no longer required to obtain a license to carry a concealed handgun. Because open carry is not addressed in state statutes, the Federal minimum age for pistol possession is 18 years old.

Oklahoma Reciprocity

Oklahoma is a permitless carry, shall-issue state. It permits anybody who may lawfully own a firearm and is at least 21 years old (or at least 18 years old who is a member of the military or an honorably discharged veteran) to openly or concealed carry without a license.

The Oklahoma State Bureau of Investigation exclusively issues Self-Defense Act Licenses (SDAL) to residents, military personnel, and their spouses stationed in Oklahoma. To apply, a person must be 21 years old or older, have passed a firearms course, and meet additional requirements. The caliber of the firearm a license holder can carry is limited, with.45 caliber being the highest. Non-residents are not eligible for licenses.

Oregon is a shall-issue state, with concealed carry applications handled by the county sheriff's office. However, the sheriff has some leeway to reject applications if there are reasonable grounds to fear that the applicant has been or is likely to be a danger to himself or herself or others.

Concealed carry is only authorized in Oregon if you have a Concealed Handgun License (CHL). An applicant for an Oregon CHL must be at least 21 years old and demonstrate proficiency with a firearm. This can be accomplished by the completion of an approved firearms training course, participation in organized shooting competitions, or military service. Non-residents living in neighboring states may apply for a CHL.

Pennsylvania is a shall-issue state, with concealed weapons licenses issued at the county level by the sheriff's office or by the chief of police of a city.

Concealed carry is authorized for residents with an LCF and non-residents with a license or permit recognized by Pennsylvania. Pennsylvania LCFs are awarded to citizens and non-residents over the age of 21. In order to receive a Pennsylvania license, non-residents must already have a permit to carry in their home state. There is no necessity for training.

Rhode Island Reciprocity

Rhode Island is a shall-issue state. Concealed carry is permitted with a Rhode Island LCCW. Applicants obtain a concealed handgun license by applying to either local licensing agencies or the attorney general. The procedures are the same for each. Applicants must be at least 21 years old, explain why they need a handgun and how it will help them solve their situation, and give three notarized references.

A firearms training course with a live-fire exam is required. Non-residents with home state permission may apply for an LCCW through local law enforcement.

South Carolina is a shall-issue state, with the South Carolina Law Enforcement Division (SLED) issuing concealed weapons permits at the state level.

As of August 15, 2021, open carry and concealed carry are permitted for residents with a South Carolina Concealed Weapons Permit (CWP) and non-residents with a license/permit from a state that South Carolina honors, according to the Governor's signature of HB 3094. 

Residents, non-residents who own property in the state, and military personnel stationed in South Carolina are all eligible for CWPs. Concealed carry permits require completion of an 8-hour state-approved firearms training course. The minimum age for obtaining a CWP is 21.

Tennessee Reciprocity

Tennessee is a shall-issue state, with the Department of Safety & Homeland Security issuing concealed weapons permits at the state level. Senate Bill 705, which went into effect on January 1, 2020, established two categories of Tennessee concealed handgun carry permit.

A concealed handgun carry permit (CHCP) can be obtained by taking a 90-minute online course. The other alternative is to get an enhanced handgun carry permit (EHCP), which requires an 8-hour live training course from authorized instructors and permits permittees to carry a gun openly or covertly in additional places.

Texas is a constitutional carry, shall-issue state, with the Department of Public Safety issuing concealed weapons licenses at the state level. Permitless concealed carry and open carry are legal for anyone over the age of 21 who may lawfully possess a pistol. Texas law requires openly carried handguns to be carried in a holster.  

Texas permits are available to both citizens and non-residents over the age of 21 (or 18 if a member or veteran of the United States military). They require a four- to six-hour training course, as well as passing a written exam and demonstrating shooting ability. Some regions are off-limits, such as racetracks and airport security facilities.

Utah is a permitless state. Based on Governor Spencer Cox's signature of HB 60 on May 5, 2021, both open carry and concealed carry of a loaded gun are permitted for anybody over the age of 21 who may lawfully possess a firearm.

Utah Concealed Firearm Permits (CFP) will continue to be available for those seeking reciprocity to carry in other states. Utah CFPs are awarded to residents who are at least 21 years old or, for a provisional permit, 18 years old. Non-residents over the age of 21 with a permit from their home state may also apply.

Vermont is a does-not-issue, constitutional carry state. In Vermont, both open and concealed carry are lawful without a permit. Anyone 16 or older (although federal law requires the age to be 18) who is lawfully permitted to possess a firearm may carry openly or hidden.

In Vermont, there is no distinction between residents and non-residents; both are permitted to carry without a permit.

Washington is a state of shall-issue. The sheriff or police agency issues licenses at the local level. Concealed carry is authorized for residents who have a Washington Concealed Pistol License (CPL) and non-residents who have a license/permit from another state that Washington recognizes. CPLs are awarded to citizens and non-residents over the age of 21. 

There is currently no requirement to complete a firearms training course. Except in a person's dwelling or fixed place of business, carrying a concealed weapon without a license is illegal in Washington.

West Virginia Reciprocity

West Virginia is a shall-issue state, with concealed weapons licenses issued by the sheriff's office at the county level. To carry a concealed firearm without a license, a person must be a United States citizen or legal resident of the United States, at least 21 years old, and lawfully permitted to own a firearm under state and federal law.

A Provisional Concealed Handgun License (CHL) is required for an 18- to 20-year-old to carry concealed. West Virginia CHLs are awarded to residents and military personnel who are continuously stationed in the state. Non-residents will be issued permits beginning July 6, 2021. CHLs necessitate a firearms training course in pistol handling and firing.

Wyoming is a shall-issue state. Concealed Firearms Permit (CFP) applications in Wyoming are processed locally by the county sheriff's office and issued by the Wyoming Division of Criminal Investigation (DCI). 

Permitless concealed carry will be permitted on July 1, 2021, for any legal resident of the United States who is 21 years old or older and may lawfully possess a handgun. The minimum age to purchase and possess a pistol is 21 years old, and shotguns and rifles are 18 years old. Some areas are off-limits, such as schools and companies primarily dedicated to the sale and consumption of alcoholic beverages.

A Wyoming CFP requires either a state-approved firearms-training course or familiarity with a firearm gained through participation in an organized shooting competition or military service. Non-resident licenses are not issued in Wyoming.
